Vision and Mission of RCIHD

towards next decade

1. Background

Although WHO had promoted health policies based on Alma-ata declaration as “Health for all by the year 2000”, it has been realized that there was no possibility in 1990s. For the next step on it, WHO has implemented actions on health planning and networking with specialists on health forecasting. And, they stressed development of health futurists, especially in Asia region, because of lack of the specialists and urgent needs for them by population explosion in 21st century. In 1994, at the meeting of International Health Futures Network (IHFN, conducted by WHO headquarter), Utrecht, Netherlands, Tokai University was accepted for training institution for health futurist, among other candidates of western universities. Then, it was approved by WHO headquarter and WHO western pacific regional office, and conducted program development with their collaboration. We opened 1st training course for health leaders in 1996, and we cerebrated 10th training course in 2005.

On the other hand, Ministry of Education and Science, Japan promoted strengthening of international competency on domestic education institutions, and international contribution on education. Through these policies, they started “21st century COE program”, “Attractive postgraduate education initiative” (Our program has been accepted in it). And, they promoted plans as “Strategic International Collaboration and Cooperation”, “Overseas Advanced Education Practice Cooperation” etc. to strengthen international presence of Japan.

 

 

 

 

 

 

 

 

 

 

 

 

 

 


1) Development of Training Course for Global Health Futurist

In 1996, we opened 1st training course for health leaders in the 21st century. Then we continued every year, training course on health policy development, for health officers in mainly Asian countries. In 2005, we had 10th training course, until today, we accepted 109 participants from 22 countries. Graduates are working in core of health policy making in each countries. The course has been held in collaboration with WHO-WPRO (World Health Organization, Western Pacific Regional Office) from the beginning, and supported by JICA (Japan International Cooperation Organization) since 2001.

We opened 1st International Symposium in 1995, then we continued to open every year, and we could have 11th symposium as a part of the 10th Anniversary Project in 2005. 11th Symposium was 2 day program. On 1st day, we had open seminar for citizens inviting Dr. Omi, Regional Director of WHO-WPRO. On 2nd day, we had teleconference connecting   Tokyo with Bangkok, Thailand by JICA Net. We took hot issues in international health for the symposium in advance before others, and published proceedings to contribute international health society.

In FY. 2002, we started cooperation to in-country training course for health officers in Laos, by request of a graduate of Tokai training course. We had 9 training courses participants added up to 255 by FY. 2005.

 

 

 

 

 

 

 

 

 

 

 

 

 

 


2) Turning Point by Inauguration of Attractive Postgraduate Course

Among participants of training course, requests for longer term course has been raised and grown, especially from participants who are working in research or educational institutions. Especially they wish to learn health forecasting methodology which is one of core lectures in the training course, which is also useful for health planning, health policy making. As we tried to develop new post graduate course, it has selected as a program through “Attractive Postgraduate Education Initiative”, then we could start new doctoral course. And, we could accept a 1st doctoral course student from Laos.

Although we have several inquiries from developing countries, it is very tough to pay necessary payment by personally. We are requested to fulfill our fund source to support them. And, as many of them are currently working in important position in their governments, some of them feel difficulty in 4-year doctoral course, either for employment reason or in financial reason. Thus, we are also requested to develop a master course for them.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 


3) Activation on International Joint Researches

 

We are conducting joint studies on international health, utilizing network of graduates of the training course. Especially on “Study on Networking and Information Sharing with international organizations, governmental organizations and non-governmental organizations” in 2004-006, we had joint study with ASEAN Institute for Health Development, Mahidol University, Thailand. Additionally, we called for participation to this study to graduates of the training course, and could get joint researchers from India, Philippines etc. through the Internet. It will be a new model to show possibility of new style of the study.

4) For Sustainable Development based on Assets of Past Decade

 

Our human network integrated through 10 years activities of the training course will be valuable assets which are completely lack in other Universities. We should develop and maintain it for further sustainable growth of the center.

a) Network of Alumni: Graduates of the training course are 109 persons from 22 countries, and they are working as key members in government, educational or Research Institutions.

b) Network of Lecturers: We invite famous lectures from Universities and organizations, as well as from Tokai University, and we had their continuous support last 10 years.

c) Network of Supporters: We have supports and cooperation from WHO-WPRO, WHO-SEARO, JICA, Ministry of Foreign Affairs, Ministry of Health, Japan Medical Association etc. And, we had donation from Japanese business society also

We aim at an established institution as an internationally recognized center of globally health. To realize this vision, we will strengthen 4 functions of “Education”, “Training”, “Research” and “Information & Communication”.
